What are the characteristics of the Supreme Council of Cultural Revolution?

cinema trust Fayaz Zahid and Mohammad Mohajeri wrote in Etemad newspaper: The president said in the last meeting of the Cultural Revolution Council: We should check whether the nature of the Supreme Council of Cultural Revolution’s approvals is related to the position, duties and goals of this council or not?

In this meeting, he expressed his opposition to the entry of the Supreme Council of the Cultural Revolution into matters such as the determination of the capacity ceiling and the method of accepting students in various fields, as well as the number and age of university faculty members, etc.
But the main point of the doctors there was that he said that some of the council’s approvals are not implemented by the institutions because they did not have any intervention or participation in the process of compiling and approving these approvals to express their concerns and demands.

A review of the history of the establishment of the Supreme Council of the Cultural Revolution (initially the Headquarters of the Cultural Revolution) shows that this group, like other institutions that emerged from the revolution, was established due to necessity and perhaps continued regardless of whether that necessity still exists completely or not. .

What the president addressed in his recent statements is a kind of criticism from the point of view of bureaucracy, which happens to be true. The Cultural Revolution Council enters the category of appointing university presidents, while choosing a university president is not more difficult than appointing a governor. There is a procedure in the selection of senior executive directors, which, although it is not flawless and in some cases it is hard to do, but it is enough to repeat the same process in the case of university presidents. On the other hand, the selection of these administrators by the Cultural Revolution Council has no result other than delaying the disorganization of higher education centers. More important than this is the obvious interference in the duties of the executive branch and it actually leads to the weakening of the government.
There are also things such as the capacity of different fields in the entrance exam, the number of faculty members, the age of professors and the like, which are also mentioned in the words of Dr. It is not an honor for the Cultural Revolution Council that, after four decades, it has not yet been able to reach a logical and operational formula for such issues and every year or every few years it wants to enter on a case-by-case basis.

However, the problems faced by the council are not only from the point of view of executive and bureaucracy, but also from the point of view of goals and methods. Instead of interfering with the affairs of the council, which wears it down and is practically ineffective despite the fact that it is a relatively large organization, it should seek to be accountable for the country’s cultural situation.
With the serious involvement of the council in many cultural affairs, the situation of education, music, books, theater, cinema and radio and television was not expected to be as it is. It may be said that the council is not directly involved in many of these cases. But the fact is that the minimization of many things through the issuance of directives and instructions has made the executive bodies unwilling on the one hand and has made them careless on the other hand.

If the members of the Council put their hats on as judges, they will probably come to the conclusion that their contribution to the chaos of the situation will not be less than that of the executive, legislative and judicial powers, but even more. Procrastination of the council in non-politicizing matters and being far from the realities of the society is the result of this situation that we are facing. In addition, since some of the council’s decisions are made without the consultation and intervention of the executives, they are practically not implemented. It means that a lot of time and energy has been consumed and unexpected efficiency has been obtained.

Perhaps, if the Cultural Revolution Council, instead of getting involved in daily affairs, works on restructuring the organization, correcting the goals, editing the methods of examining issues, etc., and gives personality and wisdom to the parliament, the government and their judicial system, it will have an opportunity to solve the macro cultural issues of the country. Save me from the danger I am facing.
On the other hand, the values and norms governing this council, which today seem to be questionable from the point of view of existential necessity, are not compatible with the developments of the society. An institution that has no relationship with values and events and generational changes. A type of civil and old bureaucracy that has a wrong and less understanding of the needs and demands of new generations. For example, let’s compare the developments of Generation Z with the understanding of the members of the Supreme Council of the Cultural Revolution in the developments of recent years. Really, if there was to be an institution to remove this generational blasphemy and present a proper version, it would be these honorable people!?

From another point of view, the function of the Supreme Council of the Cultural Revolution emerged under the attitude of the classical leftists. If today we have to blame an individual or an institution or a culture, first and foremost we should criticize the defenders of the Marxist ideology that encompassed the bodies of the leading and intellectual institutions of Iran. They had absolute dominion over books, theater, music, children’s intellectual development center, etc. The institution of politics was also under their control. Their understanding of the international world, the Middle East, international internationalism, the concept of sufferers and workers, assembly and production, imperialism and wealth accumulation, etc. all had a destructive effect on the nature and outlook of the religious movement. Religious trends were conservative in nature and linked to civil and market institutions.

But the leftist perspective was so concerned with creating a modern human being that it covered its mental mold on the body of the Muslim revolutionaries. Now we are left with sediments that have less connection with religious and Islamic values. We have turned the Cultural Revolution Council into a machine for educating equal human beings. Because we consider the university to be a place of influence, we have made the council an interventionist for the realization of this mission by downplaying this great institution. Today, this institution intervenes in the way of scientific promotion of professors. Worse than that, if a professor wants to be promoted academically, he must be approved by the security institutions! You won’t believe it; But it is so. Whatever sympathetic people have shouted and argued is useless. A council has taken over the responsibilities of the university’s work, which neither succeeds in fulfilling that mission nor allows the university to fulfill its inherent duty and mission. It is from this angle that it is valuable to understand the words of the honorable president.
